Cheryl Burns Cheryl Burns
President & Chief Executive Officer

Appointed as President and Chief Executive Officer in 1999, Cheryl actively pursues advancement of the surety bail industry while promoting strategic corporate growth. Seventeen years earlier, she and our founder, Harvey Childs, formed Bail USA Inc. where she managed the daily operations of our headquarters while functioning as Corporate Secretary and Treasurer.
 
The compassion she feels for bail agents is because of the fact that she herself is a licensed bail agent.  Cheryl first received her license in 1987.  She understands what a bail agent’s job is all about.
 
Cheryl and Tim Burns reside in Ohio and are the proud parents of three adult children and three grandchildren.  Cheryl is an active member of her community and church.
 
Cheryl has maintained positions on the Boards of Directors of Thiel College, First National Bank of Pennsylvania, and our local newspaper, The Record Argus.  She is a member of the Professional Bail Agents of the United States (PBUS), and has been a licensed bail agent since 1980.   She holds nonvoting memberships in various state associations across the United States.  She strongly suggests that as a bail agent you get involved in maintaining the respectability and accountability of our profession.
 
Cheryl is a not only a pioneer in the industry but a true success story for her accomplishments in a previously male-dominated profession. She is nationally recognized for continually setting standards of excellence for the surety bail industry.

Kermit R.Tobias, Jr. Kermit R.Tobias, Jr.
Senior Vice President

Toby serves as Senior Vice President of Bail USA, Inc. and serves as an advisor to the President and Chairman of the Board. In 1995, after 31 years of service with the Pennsylvania State Police, he retired as Sergeant of the Criminal Investigation Unit. Previous to this, Toby was honorably discharged after four years of service with the U.S. Navy.
 
Immediately upon joining us 12 years ago, Toby became a licensed bail agent. He posts a majority of our Mercer County bail bonds and can be seen at the magistrates’ offices and the courthouse.

Vice President

John serves as Vice President of Bail USA, Inc. with 14 years of service where his primary focus is strategic company growth.

John served four years in the United States Marine Corps and is a decorated Vietnam Veteran. Following his discharge, he became a Florida police officer and in 1994, joined our organization as a licensed bail agent. Within two years he was promoted to Fugitive Recovery Specialist. A licensed private investigator since 1988, John used his skills to become an expert at fugitive regulation and recovery and has established a solid alliance with law enforcement agencies across the country. He also serves as a chief field auditor traveling to our bail agent offices around the country to perform agent reviews.

Vice President of Bail Agent Relations

Karyn is our Vice President of Bail Agent Relations, responsible for all aspects of the bail agent licensing and appointment process, as well as corporate licensing regulations. Since she joined us in 2003, she has worked closely with state agencies to ensure prompt licensing of bail agent applicants and will be one of the first people you speak with at Bail USA.

Karyn is a native of Ohio where she and her family currently reside. In her spare time, Karyn spends a lot of time caring for their horse Moon, the newest addition to the family. She also enjoys swimming, shopping and traveling.  

As the first point of contact with Bail USA you will find it refreshing to talk with Karyn. Her friendly, professional demeanor will assure that you receive the answers and direction needed in the licensing process.

Nicholas Wachinski Nicholas Wachinski
General Counsel & Chief Legal Officer

Originally beginning his relationship with Bail USA, Inc. as a political and legal advisor in 2010, Nick became a direct part of the team at Bail USA, Inc. in January 2012. A lifelong resident of Pennsylvania, Nick began his practice as an attorney in 2006. Having developed a passion for all types of trial cases in criminal, civil and family law related issues, Nick has tried cases in both state and federal courts. Through his experience as an attorney in Pennsylvania and New Jersey, Nick has developed a reputation among his colleagues as a trial attorney, known for his ability and demeanor in the court room as well as his “matter of fact” way of speaking with colleagues and clients. 

To better serve Bail USA, Inc. and its bail agents, Nick maintains a practice in Pennsylvania and New Jersey as a member of the firm Musi, Malone and Daubenberger, LLP based in Media PA in addition to his role at Bail USA, Inc, to ensure that his trial skills and his legal abilities remain sharp. As part of his practice, and based on his experience as a trial attorney, Nick was appointed to the Delaware County Bar Association Family Law Committee as subcommittee chairman on issues stemming from Protection From Abuse litigation.

Based on his experience and reputation in handling criminal law and bail related legal issues, Nick was appointed as instructor for the Pennsylvania Supreme Court, Minor Judiciary Education Board. In his capacity as an instructor, he has the privilege of teaching District Judges of Pennsylvania the rules/issues relating to bail, bail forfeitures, bail revocations and bench warrants.

Through his practice, Nick was appointed an advisor to the Pennsylvania General Assembly Joint State Government Commission in 2011 as part of an initiative to restructure the First Judicial District of Pennsylvania (Philadelphia). Specifically, he advises on issues relating to the establishment/revision of bail guidelines and the establishment of a system of “best practices” in bail matters for the future of the First Judicial District.

In addition to the services he provides to Bail USA, Inc, his firm and the community, Nick frequently is called to provide advice/counsel to members of the Pennsylvania General Assembly, members of the Pennsylvania Senate, Judges and members of the Pennsylvania Supreme Court Rules Committee on the issues of criminal procedure, bail, family law and court reform.
